The Scriptures indicate that the investigative judgment in the heavenly sanctuary begins with the deceased righteous, while the living believers are prepared through the proclamation of the third angelic message and the receiving of God's seal. Before Christ's Second Coming, each case must be decided for life or death, which is why the judgment of the living must be concluded before the end of the time of grace. Once this decision and the sealing are completed, Jesus ends His mediatorial ministry with the solemn declaration \"It is done\", after which there is no longer a time of grace for humanity.
The Order of the Judgment: First the Dead, Then the Preparation of the Living
»Christ's final work as High Priest concerns the acquittal of His people before the judgment seat of His Father, the eradication of their sins, and the decree that deems them worthy of immortality in that world and the resurrection. Our Lord cannot do this for people who are still in a state of probation. Therefore, His first work must pertain to the righteous dead. And while their cases are examined and decided one after another, the living righteous are prepared through the proclamation of the third angel for the end of their time of grace and for the decision of the investigative judgment.«

»Before this transformation can be carried out, it must be decided who is the people of God to be saved, and who are the irredeemably wicked to be left to destruction. This matter must be settled before the Lord's coming; for then there will be no time left for a character investigation and a decision about destiny. However, this decision work is a work of judgment ... and such a work of judgment must therefore take place before the Lord comes.«
