Answer
The investigative judgment will judge exclusively those who have identified themselves as God's people and whose names are in the Book of Life. The purpose of this investigation is, before Christ’s second coming, to determine who, through true repentance and fidelity, is worthy of eternal life. The judgment of the godless or unrighteous is a separate work and will occur later, during the thousand-year period.
Only the cases of the confessing people of God are adjudicated
»In the model service, only those who had participated in the ministry of the Day of Atonement were those who had come before God with confession and repentance, and whose sins had been transferred to the sanctuary by the blood of the sin offering. Likewise, on the great day of final atonement and the investigative judgment, only the cases of the confessing people of God are adjudicated. The judgment of the godless is an independent, separate work and will take place at a later time. “For the time has come for the judgment to begin at the house of God; but if it begins with us, what will be the end of those who do not obey God’s gospel?”«
The investigative judgment concerns only those who have professed Christ
»The purpose of the investigative judgment is to determine who is ready for Christ’s coming and the reward He brings. Therefore it cannot encompass the whole world; those who have never professed Christ are already condemned. The work therefore concerns only those who, by a once‑off confession to Christ, have had their names entered in the “Lamb’s Book of Life.” The decisive point in such cases is whether they have remained faithful to the end or have become backsliders and apostates. [...] The judgment of all others takes place during the ensuing thousand years.«
The godless have no share in the first judgment
»During the thousand years after Christ’s second coming to earth, the righteous will unite with Christ to judge the godless. Then God’s justice will be made evident to all in the condemnation of the godless. The fact that they had no share in the first or investigative judgment, that their names were not in the Book of Life, and that no one represented them before the heavenly tribunal, is sufficient to condemn them.«
