Answer
Anointing with oil signified a king’s divine selection and commissioning. At David’s installation, it was a solemn rite through which he was consecrated for his office as God’s representative. In the cases of Saul and David, anointing is also associated with the work of the Spirit of God.
Saul’s Calling by God
»Then Samuel took a vessel of oil, poured it on his head, kissed him, and said, “Has not the Lord anointed you to be ruler over His inheritance?” As proof that this was done by divine authority, he foretold the events that would take place on Saul’s way home and assured him that the Spirit of God would equip him for the office that awaited him.«
David’s Selection
»God had now chosen him to be ruler of His people. “Then Samuel took the horn of oil and anointed him in the midst of his brothers; and the Spirit of the Lord came upon David from that day forward.”«
Consecration to the Kingship
»The holy oil was applied to his forehead by the high priest, for Samuel’s anointing had prophetically pointed to what would take place at the king’s installation. The time had come, and David was consecrated by a solemn rite to his office as God’s representative.«
