Answer
God the Father functions in the Old Testament as the source of all being and all law, who handed the world after the fall into the hands of Christ. He worked in close consultation with His Son in creation and in the plan of redemption, equipping Christ with the authority to carry out His will. Since there has been no direct communication between the Father and humanity since the sin, He revealed His presence and character solely through Christ’s mediatorial role.
God the Father as the Source of Law and Creation
In all these revelations of the divine presence, the glory of God was manifested through Christ. Not only at the advent of the Savior, but throughout all ages after the fall... God was "in Christ and reconciled the world to Himself." ... Since the sin of our first parents there has been no direct communication between God and humanity. The Father placed the world into the hands of Christ so that He, through His mediatorial work, could redeem humanity and defend the authority and holiness of God's law.
The Appointment of the Son by the Father
The great Creator gathered the heavenly host so that He could bestow special honor upon His Son in the presence of all angels. ... The Father then declared that it was ordained by Him that Christ, His Son, should be set equal to Him; so that wherever the presence of His Son was, it was as if His own presence were there. ... His Son was to carry out His will and intentions, but not act on His own. The Father's will was to be fulfilled in Him.
Consultation Regarding the Creation of Man
The Father consulted with His Son regarding the immediate execution of their intention to create man so that he would inhabit the earth. He wanted to subject man to a test to examine his loyalty before he could be assured eternally.
God the Father as the Ancient of Days and Judge of Worlds
The Ancient of Days is God the Father. The psalmist says: "Before the mountains were made, and before the earth and the world were created, you, O God, were from eternity to eternity." ... He is the source of all being and the source of all law, who will preside over judgment.
God the Father as the Originator of the Plan of Redemption
In the depths of almighty wisdom and mercy, the Father took the work of redemption into His own hands. He sent His only begotten Son into the world to live the law of Jehovah. ... Through His perfect obedience and the sacrifice of Himself... He fully satisfied the Father's righteousness.
