Answer
Fallen angels can no longer repent, because unlike humans, no atoning sacrifice was provided for them. Although forgiveness was repeatedly offered to them before their final expulsion from heaven on the condition of repentance, pride and stubbornness prevented them from accepting God's love. After their fall, Satan and his followers expressed regret over their loss, but their rebellion was so deeply rooted that a genuine return to purity was impossible, lest the safety of heaven be endangered again.
No reconciliation for fallen angels
I wish everyone could appreciate the wonderful work of God for the benefit of humanity. There was no atonement for the fallen angels; but for the fallen human a full and abundant sacrifice was offered to save all to the utmost who come to God through Him.
Missed opportunities for repentance
Again and again forgiveness was offered to him, on the condition of repentance and submission. ... Had he been willing to return to God, to acknowledge the Creator's wisdom and to gladly take the place assigned to him in God's great plan, he would have been reinstated to his office. But pride prevented him from submitting.
Later regret without genuine conversion
After Satan and those who fell with him were expelled from heaven, he realized that he had lost all the purity and glory of heaven forever. Then he repented and wished to be reinstated in heaven. ... But no, heaven could not be put in danger. ... Their pride, hatred, envy, and jealousy were so great that God could not erase them. They must remain to receive their final punishment.
The decision of the deceived angels
As for Satan himself, it was true that he had gone too far to turn back. But not so for those who had been blinded by his deceptions. The counsel and earnest pleas of the loyal angels opened a door of hope for them; and had they heeded the warning, they could have freed themselves from Satan's snare. Yet pride, love for their leader, and the desire for unrestricted freedom were allowed to prevail.
Irreversible rebellion
Just as the waters of the flood proclaim, the fire of the great day of God declares the judgment that the godless are incurable. They have no inclination to submit to divine authority. Their will was exercised in revolt; and when life ends, it is too late to turn the current of their thoughts in the opposite direction.
